計量テキスト分析による政策課題から見た特例市移行―埼玉県越谷市を事例として―

This paper attempted to create an empirical discussion to clarify the reason for the promotion to special cities, “tokurei-shi”, by focusing on the case of Koshigaya City. Although this city is located in the Tokyo metropolitan area, it was not merged at the Great Merger of the Heisei Era, it has taken active steps in upgrading to the large city system. The author was subjected to quantitative text analysis about the city assembly minutes based on the result of interviews to the municipal authorities. The KH coder was used to extract the diagrammatic in keywords appearing frequently by analyzing the statements data from 2001 to 2003. These analyses demonstrate the overall structure of upgrade issues in this case, Koshigaya City was promoted to “tokurei-shi” by the administrative initiative.
