Do local assembly members keep their promises? This research measures the consistency of local legislative behaviors with campaign pledges to answer this question. Under the presidential system, affiliation with the ruling party or parties (i.e., the party of the governor or parties which recommended or supported the governor in the most recent election) seems to make it easier for assembly members to fulfill their campaign pledges. To test this hypothesis, we analyze information concerning the official lists of electoral candidates’ profiles, proceedings from legislative sessions and voting data from local assemblies. This paper tries to reveal the factor defining the consistency using multiple regression analysis. A tentative conclusion of this research implies that the member of ruling parties do in fact have high pledge-remarks and pledge-voting consistency in the local assembly.
