The purpose of this study is to analyze the meetings of foreign residents from attributes and to find out the differences of the policy reflection and to try new classification regarding to participation system in local administration by foreign residents. The result revealed five findings. Firstly, the ratio of meetings by ordinance setting is very low. Secondly, there is strong influence of administration to the selection of members, but the meetings ensure diversity of social background and nationality. Thirdly, there are the differences for level of policy reflection depending on installation period or setting grounds or member constitution. Forthly, three new types of classifications clarify the whole feature of the meetings and the influence of administration. Fifthly, there is high evaluation and need in central government to the meetings. This study also consider the issue of the meetings.
