This paper is a validation of wage system that influences the motivation for promotion of local government officials. As a result of analysis, it turned out that the setting of "pay table structure" may have an important role in determining motivation for promotion in the wage system. Due to the nature of public affairs, it is difficult to assess the performance of public affairs in the short term. For this reason, the personnel system of local government officials is based on the accumulation of long–term personnel evaluations. It is important that a wage system is established and functioning in response to the difference in promotion that has occurred.
