This study clarifies the actual state and role of the Regional Coordinators of Reconstruction by using as an example the Kitakami district of Ishinomaki city that suffered a huge damage by tsunami at the time of the Great East Japan Earthquake. The distinction between “care-giving type support (support like adding figures to community)” and “business introduction type support (support like multiplying community by figures),” which were shown in the case of Chuetsu Regional Coordinators of Reconstruction, was used as a framework for analysis as well as the activity model of human aid to local communities. The results of the investigation and analysis confirmed the simultaneity of “care-giving type support towards rebuilding residences” and “follow-up by specialized and technical support” as a new support model specific to the housing transition period in addition to the overlap with the existing single-track transition model towards the recovery of “loss.”
