Revisions to long-term care insurance in 2014 greatly affected persons requiring support by relegating home-visit and outpatient long-term care service coverage to long-term care need prevention and daily life support comprehensive service. This work seeks to investigate the causes for the early implementation of these systems in the transition period using both a linear probability model and a probit model, and understand the effects on the availability of these services. The models suggest early implementation to be possible assuming that there was either minimal increase, or a decrease in the percentage of people requiring long-term care from the end of fiscal year 2014 to that of 2016. It is believed that insurance providers reacted to the revisions by excluding persons requiring support from the insurance system.
