Labor shortage is serious in the Japanese nursing care industry. This study aims to investigate the recruitments and issues for specified skilled workers (i) in this industry by analyzing the existing statistics and contents of online seminars I attended. First, many specified skilled workers (i) in this industry are recruited from Southeast Asia. Second, they tend to be recruited in municipalities with populations of 10,000 or more in comparison with other industries. Third, they likely aim to pass certified care worker exams to live in Japan for long periods and bring their families from their home countries. There are several issues, such as the high costs of writing documents about their entering into Japan, arranging recruitment opportunities with local organizations, securing study times and exams costs, and decreasing the value of certified care workers because specified skilled workers (i) are virtually recognized to be only unskilled workers.
