Abstract
Organizational knowledge-creating processes rely on tacit powers of organization members. This paper proposes a soft systems approach as a tool to cultivate and disseminate such powers among organization members. For the purpose we first introduce an ideal type of organizational knowledge-creating processes. Then the soft systems methodology is revised by comparing it with the ideal type, and hence an application process of the revised systems methodology can be formally regarded as an organizational knowledge-creating process. Introducing the social systems theory, we can further discuss the mechanism and communication media of our soft systems approach.
