Modern society is becoming more complex, and local governments are faced with many issues. In order to solve these issues, local residents, local government officials, and people from related organizations often gather together to hold repeated discussions. However, the more discussions there are, the more issues there are, and the more complex the relationships between them become, making them more difficult to solve. Therefore, we will consider a method to visualize the relationships between these issues in an easy-to-understand way.
