There are many cases where it is difficult to carry out public works because of confrontation between disaster prevention and environment preservation. Many criticisms for these works are reported and spread by the mass media, so that most of residents tend to attach much, importance to environment preservation and oppose public works. Actually there are some faults in public works, but they are necessary for maintenance of safety and comfortable society. Therefore the tendency to deny all of them seems to be too extreme.
This interview research work was carried out for investigating the residents'consciousness about public works. As a result of analysis, it was shown up that people have a bad image for public works but really require them.
