The Great East Japan Earthquake far exceeded its predictions based on experiences through past disasters. In order to minimize damage for future instances, a focus on mutual assistance is encouraged, which is aimed at being achieved through private businesses creating a local disaster prevention initiative called the Disaster Prevention Adopt Program. A survey conducted on these companies resulted in 2 types of assistance deemed necessary, guidance and support. Furthermore, a positioning analysis was also used to conduct typology on the Adopt Program leader company. As a result, appropriate leaders are those from companies who take a proactive stance in their involvement with disaster prevention. Seeing as most companies are taking action in these affairs, it is believed that members of these active companies can be suitable leaders.
