  • A Case Study of Icho Apartment in Kanagawa Prefecture in the Time the Great East Japan Earthquake

    This paper focuses on information gathering by foreign residents after the Great East Japan Earthquake in Icho Apartment, which has the high percentage of foreign residents. This paper aims to identify how sufficient foreign residents could gather information after the earthquake and their information sources and factors affecting the sufficiency of information gathering. Based on analysis of questionnaire survey, it is revealed most of the foreign residents could gather information sufficiently, and their major information source is TV/radio program in Japanese. Additionally, information provided by a neighborhood council and local NPO in multiple foreign languages was utilized to some extent, especially information about a planned power outage. The ability to speak and read Japanese and attendance of local NPO are found to be factors affecting information gathering.

    New Town Regeneration, it is necessary that young people are to diversify the age structure of residential areas by living in the new. To facilitate a new residence in young people, it is necessary to provide a housing that fits the needs of the young people. It is a joint house of detached houses and rent at the appropriate site scale. In this study, to target detached New Town(DAIWADANNCHI) of City of Kawanishi in Hyogo Prefecture, to investigate current state of DAIWADANNCHI, the new residence of young people, the awareness of residents to the diversification of Residential applications. The results analysis, it is an object to obtain a knowledge in order to take advantage of the district plans to New Town Regeneration.

    Iwate Prefecture managed Iwate Park on land leased from the Morioka Castle site. The city of Morioka purchased the land in 1934 and managed it as a public park. This was to accommodate a plan to fill in a portion of the moat to build a major road through the city. Morioka's management of the park centered around maintenance and improvements. No new facilities were built, and the design of Yasuhei Nagaoka was largely preserved. However, some modern artificial ornaments were added. Later, as the war dragged on, the park management was strongly affected by the exigencies of wartime society.

    The Great East Japan Earthquake far exceeded its predictions based on experiences through past disasters. In order to minimize damage for future instances, a focus on mutual assistance is encouraged, which is aimed at being achieved through private businesses creating a local disaster prevention initiative called the Disaster Prevention Adopt Program. A survey conducted on these companies resulted in 2 types of assistance deemed necessary, guidance and support. Furthermore, a positioning analysis was also used to conduct typology on the Adopt Program leader company. As a result, appropriate leaders are those from companies who take a proactive stance in their involvement with disaster prevention. Seeing as most companies are taking action in these affairs, it is believed that members of these active companies can be suitable leaders.

    Adopt-Program (AP) represents maintenance and cleanup activities by citizen participation. These activities are aimed at public places, such as roads and parks. AP was first introduced in Japan in 1998, and is actively seen in current situations. However, some of these activities have been declining in recent years. This study conducted a questionnaire about the introduction situation and activity evaluation of local governments. Based on the results, an object to be grasped by the specific evaluation and the problem was the maintenance methods of roads. Therefore, this research used factor analysis, a kind of multivariate analysis, and was subjected to classification of activity evaluation by population size.

    This study discusses current status and issues of vacant stores utilization projects in cities of Fukushima Prefecture. This study concludes that (1) vacant stores utilization projects are effective for decreasing vacant stores and developing entrepreneurs in central cities, (2) however, the number of instances of utilization of projects is much less than that of vacant stores in central cities, and lots of owners do not intend to use vacant stores effectively, and (3) it is important to operate vacant stores utilization projects appropriately and to establish systems to encourage owners of vacant stores to use effectively.

    We compared land-use of former military grounds with 1975 and 2005 in Sasebo city which was an old naval base city and Kumamoto city where the army divisional headquarter was located in this study. And we clarified the pattern of the land-use change and its process. The feature of the cities and the locations of the former military grounds are different in Sasebo city and Kumamoto city. However, we found out common land-use changes in this period. One was the change to parks in central area of the city and the other was the change to residential area in suburb. There were land-use changes to a theme park and to residences for the US military in suburb of Sasebo city. We can point out that former military grounds are changeable land consistently after the Second World War.

    The purpose of this paper is to clarify the regulation for heritage conservation in the State of Victoria and the City of Melbourne. I can point out the following points. There are a lot of Victorian Heritage Registers (the state level heritages) and heritage places (the local level heritages) in Melbourne. The outside or fabric of heritage places is emphasized, and on the other hand, not only outside or fabric but also inside of Victorian Heritage Registers is emphasized. The directors can consider carefully and in detail because the statement of significance of individual heritage has been described in Victorian Heritage Register and in heritage place. Owner's financial hardship is also a consideration matter in Victorian Heritage Register. The city of Melbourne has two regulations for inside the Capital City Zone and for outside the Capital City Zone. The policy and the performance standard are almost fixed according to the grade of building and the level of the streetscape in outside the Capital City Zone where most of historic buildings have similar style.

  • A Case Study of Kohoku Newtown

    Among other environmental problems, land use characteristics can vary depending on human activity. Natural landscapes have been converted to residential and commercial facilities due to increased human activity. As a result, it is safe to consider the current land use patterns as an indicator of our daily activities. However, these changes have caused serious environmental problems, such as the heat island phenomenon and deterioration of the ecological environment. In this study, we have created a fine land-cover information source using three different classification methods of high-resolution satellite imagery, Geoeye-1 image. Additionally, we have examined and compared the results of classifications (pixel-based classification methods, unsupervised classification, and supervised classification), and have also used an object-based classification technique often used in recent years.

    The community-based professional sports such as J-League has been more popular in Japan, but most of the sports stadiums have been built in suburban area to accommodate sports event such as Kokutai (National Sports Festival). In recent years, we can see cases or plans of building new stadiums in central city area for the purpose of local revitalization by the replacement of decrepit ones. This study aims to examine the realities and problems in the efforts of local revitalization by utilizing stadiums in central city area. At first, this study did questionnaire research for all stadiums in central city area. After that, this study analyzed 4 unique cases, Aore Stadium, MAZDA Zoom-Zoom Stadium, Best Amenity Stadium and Kanko Stadium.

    In these days,tourism promotions are focused as the countermeasures to prevent the lowering the qualities of public services, specific in rural areas, triggered by the longevity and the declining population and birth rate. The earthquake disaster at March.2011 brought great problems to Tohoku. The traveling demands to the Tohoku areas aren't restored to the level before the earthquake. Therefore, the efforts of restoring and enhancing the demands of traveling are being done.<br>In this study, we focused on the repeat-visit-intention to the Tohoku areas. The subjects are the people who went to Tohoku areas in 5 years around 2011. We divided the samples, before the disaster and after the disaster visiting, and composed Ordered probit models which explain the repeat-visit-intention. Then, we found out the changes of attractions before and after the disaster. In addition, we tried to measure the effects of environmental improvements.

    Currently, urban agriculture has gotten a great attention as an effective prescription to solve serious urban problems such as “food desert” in inner city. Food self-sufficiency by urban agriculture is primary of importance in developing countries, since they consistently suffer from unstable market affected by rapid inflation and riots. This study identified the current status and continuous factors of the vegetable growing activity using hemp sack, called “Sack Gardening”, practiced in inner cities of Nairobi, Kenya. Sack Gardening was spread widely by financial support of NGO, but it has been shrunk rapidly after NGO left. We conducted an interview to two groups: current gardeners (40 people) and former gardeners (17 people), and compared their living standard and individual attributions. The result showed that there is a slightly difference in economical level in the two groups, while participation ratio in mutual financing association and educational standard are significantly different. We concluded that continuous factors of Sack Gardening are not always financial one, but it may include self-subsistence of individuals and problem-solving abilities.

  • Focusing on initiatives by private sector and local citizens in decentralisation

    Japanese urban planning system enacted in 1968, rapid economic growth period, did not change significantly during the 50 years. However given the entering of a new phase, such as population decline, shrinkage of built-up area and an era of super-aging, the reform of the urban planning system has been sought. Moreover, to deal with problems of urban planning in such situation, it is necessary to cooperate with private sector and residents. For identifying the problems and the new initiatives related to the urban planning system, we conducted nationwide survey. The survey was administered to urban planning departments of 1370 municipalities in Japan from November 15 through December 31, 2013. This paper will introduce the results of the nation-wide survey conducted last year and will aim to propose a direction of institutional reform based on the data.

  • Using History of Omi-cho, Sakyo-ku, Kyoto City as a Sample Data

    Cities are changing continuously through a variety of events. The authors have proposed a theoretical model to understand urban transformation as "network of events." Each event is depicted with basic grammar, which consists of three layers, actor or agency (A), background (B) and changed object (C → C'). This paper tries to develop more detailed grammar and procedure especially for depicting "C → C'" with the grammar by using a concrete sample data of Omi, which is a mountain village in Kyoto. The procedure proposed in this paper is as below; 1) Designating events to be depicted. 2) Collecting materials. 3) Picking up events from the materials. 4) Applying grammar to each event. 5) Visualizing changing process of objects using diagram.

    In order to understand the current implementation of Designated Administrator System to Public Facility with the Satoyama environment, municipal ordinances with the provision of Public Facility etc. and the administrative data of Appointed Business Operator within Kansai Region were widely collected and grouped according to the stage of implementation process. Case study in the park with Satoyama environment was also carried out for deeper understanding of actual management activities. Management diaries were analyzed and in depth interviews were conducted. As the results, it was found that most municipalities have introduced Designated Administrator System, but few Public Facilities with the Satoyama environment were applied. And the implementation was spatially unequally among the municipalities. Our case study indicated that Designated Administrator System had provided some benefits on the facility management, whereas several crucial issues to be solved were also identified for the better management of Satoyama environment. We suggested several points to be improved in the current Designated Administrator System.
