In Medellín, the second largest city in Colombia, living conditions of people in poor part of the city has been greatly improved since PUI (Urban Integrated Project) was done by Sergio Fajardo, the former mayor of Medellín. The important feature of this project is that he introduced the concept of Social Urbanism into the deprived area. That is, he practiced soft projects and hard projects at the same time, while focusing on poverty reduction. This paper aims to reveal and organize the roles of actors such as mayor, municipality, public enterprises, and residents in each process of PUI. Based on information about how actors interacted in the four typical projects of PUI, it is revealed that each of them independently made efforts to achieve each goal while there were systems of cooperating with each other. It is found that each intention was accorded due to the conceptual and institutional frameworks.
