    Disaster support person, has been involved a lot of people, such as national and private support personnel. However, there is a term in their support activities, not identification of guarantee be continued. However, if the support activities as much as possible continuation of disaster support person, stable, and leads to creative reconstruction with added value. In addition, if accustomed to as they settled in the affected areas, and contributes to the activation of the region. In this study, intended for disaster support person to work in the affected areas, awareness of continuity and settlement of support activities, and, it is an object of the present invention to obtain the knowledge in order to achieve these.

  • A Case Study of Genkyu-rakuraku-en, Hikone City

    The biggest charm of a garden experience is that one can enjoy the scenery differences depending on time and seasons. The purpose of this study is to verify how sequential landscape in a strolling garden depends on time and seasons. On each day of spring, a summer solstice, summer and a winter solstice, photos were taken 3 times,<br>9:00-9:30, 12:00-12:30 and 15:00-15:30, at 11 points on the path of Genkyu-rakuraku-en, Hikone City. The percentage of the area of the shade was obtained through the image analysis and the transition in shadow during the 11 points was grasped quantitatively. It was figured out that the sequence of alternating light and dark scenes were<br>almost same except at 15:00-15:30 of the winter solstice. On the other hand, the degree of light and dark of each<br>viewpoint was different depending on time and seasons. The main factor was sun elevation, and in specific, defoliation of trees in winter solstice.

    The Civic Activity Support Center of Saitama City received a good reputation with respect to collaborative management with citizens and city. The local ordinance was changed without any consultation to relevant citizens. Both the rationale and decision-making process of the change are not appropriate. The change revealed weakness of collaboration between citizens and city; local politics do not obey the basic local assembly ordinance; city is lack of intention to support civic activities; citizens do not consider local politics. The change heavily damaged reliance and collaboration between citizens and city, oppressed civic activities, degraded functions of the Center, and increased operating costs. To promote the collaboration again, the reliance should be recovered and citizen participation must be secured with local ordinance when any rule relevant to civic activities and collaboration is changed or introduced.

    Neighborhood Stabilization Program was implemented to cope with the rapid increase in mortgage foreclosures which brought negative impacts to residential areas. NSP was intended to remove abandoned and unsafe houses, provide rehabbed properties to homebuyers, and send positive signals about future expectations of residential areas. Major features are 1) NSP was implemented as a part of existing program, 2) NSP1 allocated financial resources to all the states but NSP2 and 3 did selective, 3) NSP2 and 3 applied risk score to choose target areas, 4) NSP2 was allocated in a competitive manner and to not only to states/counties/cities but also public entities/NPOs, and 5) national objective requirements were set to each eligible activity. Although NSP generated certain positive results, states with many tax foreclosures still needs huge financial resources to stabilize neighborhood.

    This paper investigates actions carried out by large-scale stores in order for prosperous coexistence and their effects. We focus on the System of Notifying Contribution Plan that is introduced in Chiba Prefecture, and identifies eight groups of actions which may work well for local shoppers. Interview survey reveals how the actions influenced local shopping streets.

    At Yokohama Station Area, Local administration has tried to control private construction since1986 by using the system called “Machi dukuri kyogi”. It requires constractors discuss the constract plan with local administration at an early stage as much as possible. This paper clarifies effectiveness and change of “Machi dukuri kyogi”. Through the literature search, survey of offered document, site survey and hearing to city officials. It had found that the system had succeeded in inducing 60% of construction plan and there is a possibility the system is expanding the range of discuss.

    In Medellín, the second largest city in Colombia, living conditions of people in poor part of the city has been greatly improved since PUI (Urban Integrated Project) was done by Sergio Fajardo, the former mayor of Medellín. The important feature of this project is that he introduced the concept of Social Urbanism into the deprived area. That is, he practiced soft projects and hard projects at the same time, while focusing on poverty reduction. This paper aims to reveal and organize the roles of actors such as mayor, municipality, public enterprises, and residents in each process of PUI. Based on information about how actors interacted in the four typical projects of PUI, it is revealed that each of them independently made efforts to achieve each goal while there were systems of cooperating with each other. It is found that each intention was accorded due to the conceptual and institutional frameworks.

    Goudo-yosui was the agricultural canal into which river water was led by a weir of traditional form and structure. Because it was obviously readable on the map that the channel traced the base of the hill, it was expected that the way of water conveyance in conformity with the topography emerged as landscape along the side of the canal. The result showed that both the channel running at the base of the hill and the farmlands of the lower side were viewed and such way of water conveyance emerged as the sequences of the scenes viewed while walking. However, the sequential landscape was not homogeneous but it changed into 3 stages. In the first stage, the river water was led into the canal along the base of the hill, and the water running through the canal was sent to the farmlands in the next stage. In the last stage, the water was drained to the channel from the farmlands on the both sides.

    In order to promote tourism, it requires creating to attractive area using the local resources and culture. We selected Mount Fuji, which is UNESCO World Heritage Site, as a tourism resource at northern base of Mount Fuji.<br>As a result of the survey, the following points were suggested; 1) Mount Fuji fifty visitors live around Kanto district in their twenties. They have a tendency to decide the tourism destination by the name of place and stay there for a short period. 2) They knew Mount Fuji registered UNESCO World Heritage, but the reason why they selected this area was not the World Heritage registration. They understand the strong relationship with the culture and the nature of Mount Fuji. 3) They understand this strong relationship. However, their degrees of cultural and natural interests were low. In addition, the participation willingness was low, too.

    For local revitalization, community-based town planning is necessary. But there are many issues, such as lack of community's independence. This study is aiming to explore solutions of the issues and factors of successful community-based town planning through illustrating a case study of community-based town planning in Fukura district of Minami-awaji city. The study found the important elements from Fukura case study. The first element is enhancing community independence through local common property management system by the local people's initiative. The second element is the development of the community-based town planning system, based on the traditional local common property management. The development resulted in the establishment of Fukura town development promotion council, which various local organizations participated in. The council has provided opportunities which many residents can discuss local issues. The third element is the self-reliant financial management system through utilizing local resources. The self-reliant financial management system could integrate various local organizations and establish the independent community town development.

    Detroit, MI has lost its population more than 50% since 1950 and the city has been struggling with abandoned houses and vacant lots. Detroit Future City (DFC) Strategic Framework Plan completed with support of foundations in Detroit during the bankruptcy of the city in 2013. The plan proposed large-scale transformation of vacant lots into productive open spaces with the power of non-profit sectors and community groups in neighborhoods. This study focuses the change in its funding policy of Kresge foundation (the lead sponsor of DFC) after the completion of the plan based on the interview and review of the new program, which require a clear alignment to the plan. Also activities of DFC Implementation Office are reviewed based on their preparation of the tool-kit for transformation of vacant lots and the case study in Osborn district.

    This paper investigates how eat-in spaces in convenience stores were used as third places by elderly people through on-site survey at the convenience store in Noborito, Tama-ku, Kawasaki City and interview survey of the supplier. Followings are the major conclusions: In terms of time they stay, non-excludability of ages and gender, frequency, purpose, community activities and subjectivity, it is confirmed that utilization of the eat-in space in the convenience store as s third place for elderly people; Supplier's intention and user's demand of the use of convenience store by elderly people are matched in terms of business opportunity, shopping, restroom and nearby facilities; By comparing other third places for elderly people, such as "community cafe", we find differences in the characteristics of those third places in terms of allowableness of place.

    This research focuses on the urban planning methodology, especially land-use planning, in depopulation society. It clarifies the current situation and difficulties in planning process in Flint and Detroit, two representative American shrinking cities. Both cities have a lot of implementation activities to use vacant properties and to stabilize communities. The city of Flint succeeded to formulate the master plan and shifted to the discussion of zoning code ordinance with limited downzoning areas like Green Innovation area. On the other hand, while Detroit's master plan seemed effective for cost saving through the designation of widespread greenery land use area like Innovation Productive and Innovation Ecological, the new master plan itself was considered an unsuccessful case due to its difficulty in consensus building.
