Abstract

The purpose of this study is to build the framework of local authority policy to resolve the program of external diseconomy caused with increases of vacant lots of demolished vacant houses, by collaboration with neighborhood associations, which is required for urban reorganization in depopulation era of Japan. Some of local authorities in Japan have set the precedents of the incorporation of the neighborhood association activities into the policy of maintenance of vacant lots
