Abstract

The Great East Japan Earthquake destroyed a great number of houses. Reconstruction of houses is one of the crucial agendum for the recovery from the earthquake. Municipalities constructed public housings for the victims. Residents of the housings came from various communities and most of them are elderly and belong to low-income class. Thus, community building of the housings has become an additional important agenda. City of Kamaishi has relatively successfully promoted to establish residents' association thanks to 1) good collaboration among relevant organizations, 2) existence of Kamaishi Regional Coordinators which enable collaboration among stakeholders, and 3) creation of manual to establish an association.
