  • A study of voluntary evacuees from Fukusima Prefecture affected by the Fukushima nuclear accident

    This study discusses the actual life state and wishes of voluntary evacuees and support measures for them after the end of provision of the temporary housing. It clarifies that (1) some prefectures established housing support measures for voluntary evacuees, (2) but their achievement is limited because of their requirements, (3) lots of voluntary evacuees are forced to be suffered from lack of money, (4) lots of voluntary evacuees plan to continue to stay evacuation destination in consideration of their children's health. This study points out that the national government needs to support voluntary evacuees flexibly in consideration of the actual life state of each voluntary evacuee based on the Nuclear Accident Child Victim's Support Law.

    The purpose of this paper is to clarify the actual condition of school commute and use of bicycle on high school students as the target of Taira district in Iwaki city. In particular, it is to clarify the reasons for choosing school commute means and the characteristics of each users and to clarify the problems of school commute. <br>The results of the questionnaire survey, which was carried out at six high schools, it was able to clarify the current state of transportation at the time of school commute with the reason for choosing it, and the characteristics of the students who choose that means of transportation. In addition, it was able to clarify the difference of commute means from station on the viewpoints of distance, gender, and school. Furthermore, it was able to clarify the possession and utilization of the bicycle, and in the same way, it was able to clarify the actual condition of bicycle use in school commute and daily life. In addition to the smooth operation of public transportation such as railroad and bus connection, it must try to improve the environment for using bicycles including maintenance of a parking lot for a station.

    In Indonesia where earthquake frequently occurs, large scale house reconstruction was necessary after a disaster, and house reconstruction policies were carried out by the method of housing provision and fund supply. This research aims to clarify the actual situation of housing reconstruction, the extension and modification in the earthquake affected areas in the Sumatra earthquake, the Central Java earthquake, and the Padang earthquake. As a result, it revealed that the owners extended and modified their houses based on their needs, financial states and family structure. On the other hand, it was found that there were still challenges such as inflexibility of the donor-given houses in Aceh and unsuitability of the criterion of the financial support in Yogyakarta and Padang.

    An emergency shelter locally called “Agariya” which is located on hills was constructed to store some home goodsand to temporary evacuate at the time of flood in the villages along the Kumano River. The purpose of this study is to find out the physical location, distribution and types of “Agariya” in the villages along the Kumano River. As a result, the distribution of “Agariya” was confirmed in several locations where two river meets and/or low laying land near the river. These traditional emergency shelters have been demolished and only few of them are remaining.

    The factory landscape in which horizontal elements and vertical elements coexist may have aesthetic properties common to the stone design of Japanese gardens. The objective of this research is to demonstrate this hypothesis through comparing the factory landscape of the Yokkaichi industrial complex and the stone figure drawing in a garden making treatise. Quantitative analysis of the proportion of the length and the width of the component elements showed that horizontal elements and vertical elements were dominant on both. Therefore, comparison between horizontal and vertical elements common to the stone arrangement was also recognized in the factory landscape of Yokkaichi complex.

    There is an increasing number of cases where universities are cooperating with local communities tackling community design. Also, in areas where historic townscapes remain, open-to-public cultural properties are particularly expected to play a role as a regional base. Department of Architecture in Niigata University has proposed local regeneration plans as practice program for urban planning studies. Since 2012, in collaboration with the former Ozawa family residence, which is a municipally designated tangible cultural property, we are working through the exercises on the realization of past proposals. In this research, we will clarify the progress in supporting of community design during 5 years' efforts from 2012 to 2016.

    In recent years, the occurrence of the great earthquake and its accompanying tsunami along the Nankai Trough has raised concerns, and it is assumed that extensive damage will occur in a wide area, from Kanto to Kyushu. In the past, the Great East Japan Earthquake and the Kumamoto earthquake damaged various social infrastructures such as the nuclear power plants and the public facilities tremendously and various failures occurred due to malfunction of blackouts, traffic congestion etc. In this study, we aim to examine the prospective facility's location and disaster prevention measures. For this reason, we used the data of the tsunami anticipated inundation area on the great earthquake along the Nankai Trough etc., to grasp the number and the depth of social infrastructures in the area. We also analyzed the geographical characteristics such as the altitude of the tsunami anticipated inundation area and its distance from the coastline.

    The Great East Japan Earthquake destroyed a great number of houses. Reconstruction of houses is one of the crucial agendum for the recovery from the earthquake. Municipalities constructed public housings for the victims. Residents of the housings came from various communities and most of them are elderly and belong to low-income class. Thus, community building of the housings has become an additional important agenda. City of Kamaishi has relatively successfully promoted to establish residents' association thanks to 1) good collaboration among relevant organizations, 2) existence of Kamaishi Regional Coordinators which enable collaboration among stakeholders, and 3) creation of manual to establish an association.

    In recent years, many floods caused by heavy rain have occurred in the Fuji river basin, and the damage to houses has been enormous. Measures must be taken to mitigate the damage, but first it is necessary to understand the extent of the damage. When strong flooding occurs, the cost of damage is greater. Prompt restoration and reconstruction can be expected if the amount of flood-generated waste is reduced. This study estimates the amount of flood-generated waste and damage to existing houses in the anticipated inundation area of the Fuji river basin. We applied estimations to each tertiary mesh cell while considering changes in the population, number of households, and housing life cycle from 2010 to 2050. The amount of damage caused by anticipated flooding in 2050 was estimated at approximately 4,070,000 yen per capita: an 8.0% increase from 3,770,000 yen per capita in 2010. Flood-generated waste disposal per capita in 2050 was estimated at approximately 36 tons, an increase of 9.0% from approximately 33 tons in 2010.

  • A Comparative between 2012 and 2017 Questionnaire Survey

    The purpose of this paper is to compare the results of the 2017 Questionnaire Survey (2017QS) and the 2012 Questionnaire Survey (2012QS) to examine the secular change of the characteristics of the guest house. Specifically, we compare the results of both surveys and pick up only survey items for which relatively large changes were confirmed. As a result, three main points became clear. The guest houses in-creased rapidly after 2015. The proportion of guest houses, managed as corporations, have doubled. Guest houses using telephone and mail as a means of reservation have decreased significantly. On the other hand, guest houses using the Internet as a reservation means are rapidly increasing. In some guest houses with shared rooms, all of their beds were capsule beds (results from 2017QS only).

    In the current urban space, while new cities are being created due to the changing times, the original personality of the land has gone down. Even so, the terrain existing as the basis of the space is an inherent personality of the place. Thus, especially intricate terrain such as valleys possibly shows unique influence on human urban activities, not flat terrain. Based on this background, this study analyzed the recent distribution of shops in the valley based on the contrast between valley topography and places where shops agglomerate, in order to clarify the effect of valley topography in the 23 wards of Tokyo. The result showed that, in the narrow area around the valley topography, the commercial area gathers in the valley area. It also suggested that a compressing effect that brings about agglomeration of shops exists in places where a valley narrows and valleys meet.

    Withdrawals of department stores have been common nationwide in Japan. The cities where their department stores were closed down are deprived of their centrality. It causes inconvenience to the consumers who go out to shopping using public transportation. Based on the background, this paper aims at research on re-utilization after the withdrawals. Firstly, this paper surveyed the nationwide situation after the withdrawals of department stores in recent years and showed that the situation of the re-utilization differs according to the scale of the cities and the floor areas. Secondly, this paper focused on the cases with floor areas from 10,001 to 20,000 squared meters and showed that the situation of the re-utilization correlates with land prices.

    Japanese government shows a policy to promote a shift to the compact city as a national policy in the population decline period. Consideration of urban structure by a local government is not developed easily. It is because a way of consideration is entrusted to each local government. Fukuoka metropolitan area consists of many local governments. Therefore, Fukuoka prefecture wrote the importance of making an urban planning by the metropolitan area unit clearly in the urban planning basic policy. The importance of cooperation among local municipalities on making an urban planning of Fukuoka metropolitan area is pointed out in that basic policy. This study will report about urban planning workshops by the persons in charge of local municipalities through a visualization of urban structure.

    "Kyu Yame Gun-Yakusho" in Yame Fukushima was about to collapse in 2015. Citizens in the district thought this oldest wooden large-scale building so precious that they decided to restore it, and the city government supported them.     After the Typhoon Morakot in 2009, most of the ethnic minority groups in Taiwan were affected badly and suffered from serious damages. The Taiwanese government prohibited the reconstruction in the mountainous area and relocated them to a new settlement. The Hao-Cha tribe was one of the heavily affected ethnic minority groups by the typhoon and was selected as the respondent for the study. This research mainly focuses on the inheritance relationship between the households of Hao-Cha tribe, the blood relationship in the village in the previous settlement and the new settlement, as well as the variation of the front yard extension of each household from 2012 to 2017. The study found that the inheritance relationship between households influence the design of the front yard extension. In addition, the blood relationship of the village in the previous settlement and the new settlement were found to have relations to the family structure.

    In England, some authorities have a local disignation "Areas of special local character(ASLC)" to manage their local historic environment. This study clarifies how many councils have ASLC in Greater London(GL) and how to disignate ASLC by reading home pages, mailng to all councils and interviews. As a result of this research, 14 out of 33 councils have ASLC in GL. The subject of ASLC are mainly residential area. Maximum disignated number is 39, and minimum disignated number is 1. It takes about 3 to 6 months to to investigate the district, consulte disignated ,areas, hear opinions to residents, etc. After the disignation, some councils reevaluates the the areas. After that, important districts can be upgladed to conservation areas. In addition, demolished districts can be canceled disignation.
