Japanese government shows a policy to promote a shift to the compact city as a national policy in the population decline period. Consideration of urban structure by a local government is not developed easily. It is because a way of consideration is entrusted to each local government. Fukuoka metropolitan area consists of many local governments. Therefore, Fukuoka prefecture wrote the importance of making an urban planning by the metropolitan area unit clearly in the urban planning basic policy. The importance of cooperation among local municipalities on making an urban planning of Fukuoka metropolitan area is pointed out in that basic policy. This study will report about urban planning workshops by the persons in charge of local municipalities through a visualization of urban structure.
