This study aims to extract the problems of grocery shopping and consider effective measures in a residential area located at fringe of Tokyo 23 wards. A questionnaire survey was conducted at Takashimadaira area in Itabashi ward, which contained large housing complexes and detached houses. We analyzed respondents’ shopping behavior, satisfaction with the stores and effects of countermeasures. The results showed respondents in housing complexes districts had fewer problems because even elderly people could reach to enough stores in quality by walk or bicycles. By contrast, respondents in detached housing districts dissatisfied with the accessibility due to lack of stores in the districts. To counter this problem, we found that living near children could alleviate difficulties, even though other services did not have significant effect. The results suggested that these shopping support services were only complementary ones and it was better to secure the access to grocery stores that kept enough quality of items.
