The 2011 Great East Japan Tsunami affected 61 municipalities in six prefectures located along the northeast coast of Japan. Although each affected area devised its own post-tsunami recovery plan according to its situation, some of them had faced difficult situation to realize the recovery plan. Yuriage, Natori City, is one of the most serious areas facing problems with residents’ agreement and had taken a long time to determine the final recovery policy. This paper reports how they developed the recovery plan based on literature investigation and interviews to stakeholders in order to extract some findings useful for future urban recovery.
