Abstract

This study clarifies current status and issues of evacuation system for nuclear disaster in Fukushima after the amendment of laws, guidelines, and plans related to evacuation of nuclear disasters affected by the Fukushima nuclear disaster. It clarifies that (1) evacuation problems of nuclear disaster in Fukushima, (2) there are still problems concerning the evacuation system for nuclear disaster although the evacuation system has been developed by 59 municipalities in Fukushima, (3) approximately 60% of these municipalities think there are some problems to make residents evacuate safely. This study points out that it is important to ensure the safety of evacuation by legal systems and to reconsider the relationship between the location of nuclear power plants and the place of residence.
