    Currently, in order to prevent climate change associated with global warming,COP27 has been studied in various countries around the world, and has adopted a policy called"VISIONZERO"aimed at reducing CO2 and garbage,which is a cause factor mainly inEurope. We need to create and build an "infrastructure public space society". The chaotic urbanization (hollowing) associated with the declining birthrate and aging population will create very important social issues such as high cost structure, high energy structure, and slamming. These social issues will also have global environmental impacts, such as climate change associated with global warming. It is important to note that Kitakyushu City will become a leading company in the world's VISIONZERO policy. In other words, it represents pride as a city for millions of renovation sites. In particular, I would focus on the "Chrono Urbanism" policy, which means "a city that can be accessed by bicycle", which means "a city that can be reached by bicycle", and i think it is necessary to contribute to Japan's regional plan, which is facing an aging society in the future.

  • Case studies of Canterbury Earthquake, Hurricane Sandy and the Great East Japan Earthquake

    This paper explains the characteristics of land use management after three mega coastal disasters: Canterbury Earthquake in Christchurch, Hurricane Sandy in New York and the Great East Japan Earthquake in Tohoku region. These three cases have led to spatial transformation after each disaster, thus, examined as mega-disaster. Three ability; sustainability, livability and resilience in the built environment were utilized to infer the expected outcomes and challenges in post-disaster land use management. Municipalities in each country combined and operated land use management tools in order to reduce coastal risks and assist survivors’ housing reconstruction, although several challenges were found such as 1) increased financial burden of insurance premium that may lead to displacement of the people from their communities, 2) equity and transparent process for buyout, 3) maintenance for vast stretches of the hazardous zone.

  • A case study of Fukushima

    This study clarifies current status and issues of evacuation system for nuclear disaster in Fukushima after the amendment of laws, guidelines, and plans related to evacuation of nuclear disasters affected by the Fukushima nuclear disaster. It clarifies that (1) evacuation problems of nuclear disaster in Fukushima, (2) there are still problems concerning the evacuation system for nuclear disaster although the evacuation system has been developed by 59 municipalities in Fukushima, (3) approximately 60% of these municipalities think there are some problems to make residents evacuate safely. This study points out that it is important to ensure the safety of evacuation by legal systems and to reconsider the relationship between the location of nuclear power plants and the place of residence.

  • Focusing on Trends of Choosing a Place of Residence and Characteristics of Parent-child Interactions

    It seems that the promotion of parent-child proximity residence in a suburban new town (NT) can help the NT become a sustainable town where people of multiple generations can live. This study aims to examine children’s trend of choosing a place of residence near their parents’ house, and the characteristics of their parent-child interactions. We conducted a questionnaire survey on the residents of Hokusetsu-Sanda NT. The results suggest that children who want to live in a rented house prefer to live in the area around an NT. The results also indicate that children tend to live in the area around an NT, while considering its proximity to their parents in the NT. Further, it is shown that the purpose and frequency of a parent-child interaction differ on the basis of the age of the parent and the child.

    Patterson Park area in Baltimore lost population with change in racial and income-class structure due to suburbanization, decline of economy, and trend of racial segregation like other old industrial cities along the east coast of the USA. The ratio of rental houses and irresponsible tenants increased. Before long, crimes also increased and finally, the area became dangerous. However, a community development corporation (CDC) revitalized the area with rehabilitation of vacant properties since 1990’s. The successful factors are 1) closeness of downtown and active real estate market of adjacent areas, 2) powerful leader and CDC, 3) friendly neighborhood with good gathering spots, 4) supply of various types of houses, 5) highly reputable public school, and 6) financial supporters.

    The world's top leaders and wealthy people, including Bill Gates and President Barack Obama, have established foundations for a variety of social reduction activities. The birth rate is falling across the board in developed countries, and Japan is rapidly facing a rapidly declining birthrate and aging society. In such a social background, in order to maintain the city, it is not enough for the administration alone, and the existence of organizations with "city refresh functions", including NPOs, is essential. On the other hand, "people, goods, and money" for this purpose is not enough, and a new funding method is needed. Here, I would like to introduce the newly established community support fund "Tenryugawa Support Fund".

    Kagai is a Japanese term for traditional entertainment districts. It comprehensively inherits many aspects of traditional Japanese culture. Akasaka Kagai is one of the best class Kagai in Tokyo because its customers were noble like army officers and diet members in Meiji period. This study aims to clarify transition of distribution on buildings in Kagai at the period of 1933, 1955, 1965, 1988, and 2019. As one of the conclusions, it was found that the district where Kagai buildings concentrated hasn't changed since 1933. Ryotei, one of Kagai buildings, contains two business type. This type had changed 1988.The most of Okiya ,Geisha's house, build along the alley in survey area each period.

    The spread of COVID-19 has affected the daily lives of university students. We conducted an online questionnaire survey to investigate changes in their urban activity and lifestyle, which was answered by 108 students. Similarities and differences between students living with family members and those living alone were found and discussed.

    Recently, the importance of area management has been emphasized, and its practice has been widespread in various areas. In order for the area management to garner more social recognition and to secure necessary funds, it is important to visualize how much value it is generating in money terms. This report evaluates how much value the area management activities in Umeda area in Osaka are generating by using the contingent valuation method. It amounts to about 1,470 million Yen by the activities as a hole, within which about 440 million Yen generated from the event activities are included. These figures are rather close to the ones which are estimated by other methods.

    In city planning field, it is important to make use of the research results for administrative practice, but it is not enough to collaborate between administrative side and research side. In view of the situation, we set up a collaboration study group by the Government officials and younger academic researchers, and studied for three years. Based on the study group research, this paper shows two areas with high necessity of collaboration, and proposes two effective actions; "Utilization of past research results" and "Collaboration in future research activities". In addition, not only administrative and academic sectors, but also private sectors such as consultants have a significant role in the collaboration, and it is clarified that each sector's efforts and the strengthening of collaboration are important.

    The purpose of this paper is to clarify the locational feature of former military grounds and remaining former military buildings in Tokyo prefecture. I mainly analyzed the data in “Report of former military grounds and remaining former military buildings in Tokyo prefecture.” I found that Tokyo had 259 cites of former military ground and the total area of those was 3,584 hectares. More than half of the area of former military grounds in Tokyo prefecture was in the Tama area. The total floor area of former military buildings in 216 cites was 2,451 thousand square meters. I also found that 9 municipalities had more than 100 hectares of former military grounds and 4 municipalities had the total floor area of former military buildings that was more than 200 thousand square meters.

    The purpose of this study is to examine the role and function of middle-class public housing in depopulating society. The main conclusion are as follows : 1) According to the reference to 41 prefectures, 25 prefectures are supplying middle-class public housing. But the necessity of middle-class public housing is admitted only 4 prefectures. 2) According to the questionnaire survey to 53 municipalities in Fukushima prefecture, the middle-class public housing is widely used 47 municipalities. 3) As a result of 1) and 2), there is a possibility that future middle-class public housing policy is used at the depopulating and rural municipalities.

    The purpose of this paper is to organize supply trends of public rental housing in municipalities for middle-class people whose actual situations are not fully-understood. Public rental housing for the middle-class population addressed in this study refers to residential houses not covered by the Public Housing Act, and rental dwellings supplied mainly by local governments. This study clarifies the following three aspects: 1) types of housing supplied by local governments; 2) the reasons for providing housing; and 3) determining if the purpose of supply is achieved. A case study was conducted on municipalities in Fukushima Prefecture through a questionnaire survey administered to housing policy managers of the municipalities as well as interview surveys with some of them. Two main conclusions were drawn: 1) local governments with small populations tend to supply residential houses to municipalities as their own unique measures when national financial support measures are not established, and 2) screening households to determine their eligibility for public housing support is in progress based on the purpose of measures for population decline.

    Recently the utilization of river space including profit-making business is becoming more common. Although it is no so common in cold region cities, Niigata City, exceptionally, is actively utilizing river space. This paper aims to clarify the history and actual situation of river space utilization in Niigata city. By conducting document reviews and stakeholder interviews, there are two finds: 1) The history of river space utilization is divided into “Startup period” and “Developing period”. In the former period, most of activities were limited-time events and “Bandaibashi Sunset Café” was opened as an open-air café for non-profit. In the latter, utilization became more active by public support and participation of a private operator. 2) Although the utilization is lively, it is limited in the warm season. There are some efforts towards the winter utilization, but its effect is limited.

    This study aims to grasp the characteristics of people's awareness and behavior for intensive purchasing phenomenon of daily necessities in non-daily situations, in order to prevent the similar troubles in the future. A survey was conducted to investigate the actual situations of a nationwide intensive purchasing phenomenon of toilet papers happened in the end of February 2020.The results shows there were regional difference about the characteristics of both people’s awareness and behaviors. However, most of people's shopping behaviors were extensions of usual situations. For preventing the large scale out-of-stocks, the results suggested the importance to avoid the temporal and spatial concentration of people’s choices in non-daily situations.

    The purpose of this study is to clarify the effect of the location of tourism resources on the prosperity of local cities and commercial cluster districts in cities. We selected 81 study target cities and six commercial districts in every city. We also developed unique indicators for accessibility between tourism resources in the city. Multiple regression analysis was used as the analysis method. The results suggest that cities with high accessibility between tourism resources tend to have more prosperous commercial cluster districts. In addition, if tourist resources are located near the city center, it tends to prosper compared with the district around the station.

    In this study, we analyze the relationship between the actual distance and the living history. A web-based questionnaire survey was used to analyze various factors that are thought to affect cognitive distance in a single-day area with diverse regional characteristics. Although some of the results were unclear, the results of multiple regression analysis and sample classification suggested that the history of residence affected cognitive distance in many sample classifications.

    This report summarizes changes to a townscape caused by town development and the relocation of a government office building in Maibara City, Shiga Prefecture. Up until 1970, the government office was located on the east side across from Maibara Station, but it is located currently on the west side of the station due to a land readjustment project. This project has changed greatly urban functions and the landscape around Maibara Station. In this report, we unravel the strategy that was outlined in the basic plan at the time, and clarify the trend in population increase and decrease in the area from population density data and aerial photography data. In May 2021, a new government building is scheduled to be completed by the East Exit of Maibara Station. Due to the changes brought about by the government offices moving from east to west and then back to east, urban planning around Maibara Station changes constantly over time. On the other hand, it also reveals some issues that did not develop while carefully sitting down at one base. In the future, the development of the East Exit, the conservation and utilization of historic landscapes such as “Maiharajuku,” and the development of the West Exit of the station, which was developed in the 1970s, will be important issues for promoting sustainable town development.
