Abstract

Recently the utilization of river space including profit-making business is becoming more common. Although it is no so common in cold region cities, Niigata City, exceptionally, is actively utilizing river space. This paper aims to clarify the history and actual situation of river space utilization in Niigata city. By conducting document reviews and stakeholder interviews, there are two finds: 1) The history of river space utilization is divided into “Startup period” and “Developing period”. In the former period, most of activities were limited-time events and “Bandaibashi Sunset Café” was opened as an open-air café for non-profit. In the latter, utilization became more active by public support and participation of a private operator. 2) Although the utilization is lively, it is limited in the warm season. There are some efforts towards the winter utilization, but its effect is limited.
