As Japan's birthrate declines and the population ages, it is becoming increasingly difficult to maintain public transportation. The purpose of this study is to recognize and reconstruct regional public transportation issues as a stepping stone to solving this problem and to position public transportation as a sustainable social infrastructure for the future. In this study, regional public transportation plans throughout Japan, excluding large cities, were analyzed using Quantification Theory Type 3 by item, and regions were classified by issue. The analysis revealed that in many regions, problems in the relationship between the private car and public transportation have become apparent, and that a well-balanced public transportation system is not being provided.
