Abstract

From the ancient time, people have started living in Ohira-town and a rich farming culture has been built here. It has been developed as an important place of traffic after medieval times and since the start of modernization period, its development has been accomplished as an important place of industrial infrastructure that supported the growth of Capital Tokyo from the point of view of geographical condition. But due to the motorization and the change of industrial structure, the emasculation of the city has become conspicuous by the reducing number inhabitant and shops and by the increasing amount of open spaces. In this situation, country has enforced the "City Center Area Activating Act" in July, 1998. Ohira-town took this opportunity and intended to make a plan to improve its central area and commercial activity. In order to promote a persistent town planning like Ohira by collaboration with residents and administration while utilizing the individuality, the charm and resources of Ohira-town, a general plan of Ohira -town central area revitalization has been accomplished in March, 2004 with cooperation of Ashikaga Institute of Technology. Here the measures to center area and outline of general plan are described.
