    From the ancient time, people have started living in Ohira-town and a rich farming culture has been built here. It has been developed as an important place of traffic after medieval times and since the start of modernization period, its development has been accomplished as an important place of industrial infrastructure that supported the growth of Capital Tokyo from the point of view of geographical condition. But due to the motorization and the change of industrial structure, the emasculation of the city has become conspicuous by the reducing number inhabitant and shops and by the increasing amount of open spaces. In this situation, country has enforced the "City Center Area Activating Act" in July, 1998. Ohira-town took this opportunity and intended to make a plan to improve its central area and commercial activity. In order to promote a persistent town planning like Ohira by collaboration with residents and administration while utilizing the individuality, the charm and resources of Ohira-town, a general plan of Ohira -town central area revitalization has been accomplished in March, 2004 with cooperation of Ashikaga Institute of Technology. Here the measures to center area and outline of general plan are described.

    This report is about the research on a method to combine automatically with figures divided by surrounding frameworks. The spatial data used by urban planning GIS has many figures which are fixed per surrounding frameworks. Since such figures which intersect with neat line of surrounding frameworks are divided in many cases, there are not few problems at the time of use of analysis or display etc.To this end, First, the former methods and problems about figures divided by surrounding frameworks were surveyed the Tokyo Urban planning GIS as an example. Next, the outline about development of the algorithm and tool about automatic integration. Last, the examples of processing with the developed tool were shown.

    Decrease of population in Japan is a reality we must be ready to fase through a new way of thinking about reconstruction toward a Sustainable City.In Hokkaido, many local cities were constructed systemaatically by the governments, so urban heritages are considered to redesign the city toward Sustainable City. This paper aims, 1)Describe the role of urban planning intention between 1900 to 2000 in Hakodate city. 2)Sow the way of redesign the urban area structure toward Sustainable City. 3)Considaer improvements on urban planning system toward Sustainable City.

    In recent years "Urban Planning by Citizen's Initiative" system was introduced through the Urban planning Act,showing a tendency of thinking much more in the importance of Community Plans. Nevertheless, there is a difficultyto operate this system considering lack of experience and knowledge of citizens but also of planners. BecauseCommunity Plans focus on commerce, welfare, agriculture among others, it is required a partnership including aspecialist. The present study proposes partnership mechanism to operate Urban Planning System by Citizens' Initiative basedon practical examples, to support the decision-making process.

  • Questionnaires to Shopkeepers and Customers

    Now public security in Japan is getting worse, increasing number of commercial unions provide kinds of methods to restore control of shopping streets. Especially many of them have set CCTVs in shopping streets to prevent and detect crime. This paper studies the attitude toward CCTVs in shopping streets through questionnaires to shopkeepers and customers. Though many unions have make rules that anyone must not monitor pictures and recorded pictures must not be watched unless authorities demand them not to invade anyone's privacy, about the half of customers don't think such rules are needed for their security. Commercial unions should clarify the purposes and the operating ways of CCTVs and compare cost and benefit in advance, and the administration should make guidelines that commercial unions can consult before promoting CCTVs.

    The role which historic societies in the early 20th century played in the preservation of historic environment has not been evaluated enough especially by the researchers emphasizing that of the planning laws and institutions. It was usually treated as 'prehistoric time' of the history of the preservation of historic district. However, at the very beginning of the preservation history, what did they try to 'preserve' in the 'new' world? The author found some of the earliest bulletins of the first architectural preservation society, the Society for the Preservation of New England Antiquities, and make a flash report of the analysis. The journals were given to University of Tokyo by a famous biologist Edward S. Morse. This makes a preparatory report to understand the difference of the backgrounds of the preservation in the U.S. and Japan, which is the author's ultimate goal.
