The levee and river channel are important facilities to make the flood discharge pass safely in rivers , but have not been prescribed as an integral policy in the present engineering design standards. At first, the necessity of integrated system of the levee and channel is emphasized for proper management of floods and maintenance of rivers. Next, the method of the safety design of the levee and channel against levee overtopping, scouring and seepage failures is presented . The method was applied to the safety judgement of the levee and channel of the Tokachi river that had experienced the 2018 great flood. It was shown that the method was valid for checking of safety judgement of levee and channel system against the design scale flood.
