An inundation flow model, which treats runoff from the mountainous area, flood flow in the river network, inundation flow in the drainage basin and drainage through sewerage system, is developed in this study. In the application of this model to Neya River basin, the validity of this model is confirmed by comparing the numerical results with the actual inundated area or the water level of the river network. Finally, the computation is executed for the rainfall condition observed in this area in 1957. Consequently, it has been found out that this model can express the inundation process in urban area.
