There is no room of the doubt in excessive design's being in the root of the saving energy problem. If so, but it doesn't go so easily though it is that it is finished if excessive design is stopped. Because, it is difcult for a designer and a constructer to run a risk. It proceeds with the argument by this report as follows. 1) It has the common recognition of the thing that excessive design is a problem. 2) It becomes excessive design, or it probes into that bottom cause. 3) It knows how much and where the excessive room lurks. 4) It thinks about the method of the design which doesn't become excessive without entailing risk.
