In this study, outline of environmental design-concept of a public facility with atrium and double skin facade in cold area are described. Annual energy-consumption of this building is measured and effects of energy-saving means are examined. Reduction of energy consumption is observed up to 18.4% compared with reference building in cold area. Heat exchanger system shows most large effects on energy-saving in some used system in this building.
