The purpose of this paper is to make clear the history of city growth, the present condition of conservation of townscapes and its problems in Harbin through on- the-spot investigation. The results of this study are as follows: Harbin was opened due to [Nanjing Agreement] about 100 years ago, and a lot of foreign style architectures were established there. There are mainly six styles of modern architecture in Harbin, namely New Art Movement Architecture, Renaissance Architecture, Baroque Architecture, Classical Revival Architecture, Judaic Architecture, Russian Architecture. The legislations about the conservation of historic townscape are not sound yet. The townscape conservation of Chūō Avenue which is the most representative historic townscape in Harbin needs to be improved further. The tourism exploitation of historic townscape can speed the economic development. The economic development and the conservation of historic townscape are not contrary, they can further each other.
