Comtemporary society changes very rapidly and widely. With increasing bureaucratization of public organization, systems tend to strange resulting in lost efficiency. A formal, rationally organized bureaucratic structure loses the functional ability and the flexibility to cope with many new conditions. So it's necessary to consider the better possible forms of re-organization in relation to the whole social structure.
In this paper, we apply the contingency theory to the administrative organization. We make clear the necessity of reorganizing the internal system in response to dynamic change in the external environment. In other words, in the face of internal and external pressure bureaucrats inevitably must reconsiste and deal with many difficult problems, especially citizen's or community's various needs.
Analizing the actual state of the bureaucratic organization on the level of municipal offices, we present the possibility of the soft-organic-organization. By the soft-organic-organization, we mean the implementation of procedures that successfully introduce the following basic policies into bureaucratic structure: the abolition of department sectionalism, the reduction of stratum, the curtailment of status hierarchy, and rasing membership morale. These devices enable a managerial syntem which improves staff departments and encourages personal decision activity, etc..
Such concepts are ultimately aimed at changing status and to establishing a democratic, functional and flexible bureaucratic structure. We'd like to find out the bold outlines and conditions to reform the dysfunctions of bureaucratic organization. Also we are greatly interested in leading reforms to modernize and democratize administrative bureaucracy.
