The success of a project often hinges on the workload estimation, especially in early stages, by the project manager. This is because such workload estimation becomes the basis for the sponsors to make business decisions on cost and resources. Unlike traditional businesses, however, the workload estimation in the IT industry is still premature. This paper examines the reasons for the complex nature of workload estimation in IT projects and discusses how it may evolve in the future.
