Abstract
The evaluation for projects of plant construction has been mainly based on the performance of cost management, quality management and schedule management. These three factors are important but there are some huge social infrastructure construction projects like Kuro Yon dam construction project, Seikan Tunnel construction project and Hon-Shikoku bridges construction project are evaluated well even not satisfying three evaluation factors. And there are some plant construction projects which are not always effected by three major evaluation factors at the certain circumstances. In this paper a project evaluation model is reviewed and proposed.
