Abstract
The offshore development is a means of the cost reduction for which the examination is necessary in all developments once now. However, the offshore development has a hard time mostly actually. The author resided in Fujitsu Xi'an for three years, and took charge of SI project of 30 or more in the standpoint of an offshore side. After it returned home, I did the offshore development of China and India in the standpoint of Japan. It was numerous that the incompleteness of specification was a cause of trouble. On the other hand, if bridge SE is added to the system of development, and it clarifies roles, it is relieved, and, after all, SE of Japan concentrates on the procedure of the contract etc. For instance, it is very rare to review specification for offshore. In this thesis, it introduces five measures of standardization and management to specification for a main person in charge in Japan of the offshore development. It is a blind spot that has been disregarded though both are natural. It is possible to contribute to the raise of the success rate of the offshore development on which it newly works.
