抄録
Recently, plan making for community participation and requests to approach a consensus on building have risen in urban planning in Japan. At the same time, plan making for large areas intended for both urban and rural areas has become a new task with progress in consolidation of municipalities. Therefore diversification of the consciousness of residents about the plan and an increase in the number of stakeholders is expected through expansion of the plan area.
This research attempts to clarify the consciousness of the residents of Niigata City about city planning. It also draws some policy implications for community participation and consensus building during the plan making processes.
