Abstract

In Korea, 20 million people using Smartphone in the population of 50 million in October 2011. Also a national policy "Smart life," "Smart Work" "Smart education", "Smart Health Care", "Smart grid", "Smart government" such as "smart" is the word came to be written. Ministries and local governments as well as enterprises, public institutions also disseminate information on Twitter, which tries to reflect the opinions of the public policy. Smartphone was released in Japan a year earlier than Korea, as part of a social innovation "Smart society", "Open Government" has been focused, but active movement is not like Korea. Why it is. And what’s the difference.
