The open data utilization in Japan spreads out in administration particularly a local government and brings the improvement of administrative services. On the other hand, in the field of business, there is the actual situation that the inflection of open data cannot leave enough results for at this stage. Therefore I make a market enabling the business model of open data a type in this study and consider the condition that is necessary for modeling of the business that utilized opening data by analyzing the example of each market.
