Collecting digital heritage is called ’digital archives’ or ’digital archiving’ (DA) in Japan. Especially, local DA, in which residents of the area play central role in collecting and sharing, is called citizen digital archives. In this study, the author analyzes citizen digital archives as construction process of socio- technological network. In the analysis, importance of mobilizing as much resources (='actors') as possible, including organizations and citizens, artifacts, funds and information technologies. It is pointed out that the constellation of the actors is dynamically produced and transformed in a successful citizen digital archive.
