This study aims to present a decision-making framework that combines structural health monitoring data with expert opinions. Monitoring data are used to estimate hidden state variables which are utilized for time-dependent reliability analysis to primarily judge the structural safety. If a probability of failure exceeds the target probability, experts are deployed onsite for a secondary judgement. Qualitative visual inspection is modeled by a binary decision. Life-cycle cost including risk is calculated as a preliminary investigation on quantifying cost-effectiveness of this framework. A long-term tension monitoring of a cable-stayed bridge is used as an exploratory study to show an applicability of the proposed framework.
