Feasibility Analysis of Launching RORO Vessel Services: Full Cost Approach

Abstract

This paper aims to reveal the characteristics of shippers using RORO services and propose the methodology for evaluating the possibility of RORO service launching. First, we analyze the behavior of shippers using the RORO service launched from/to North Kyushu, and we find that some shippers use the long truck/rail feeder services from Osaka and Tokyo areas. Second, we propose the full-cost approach for evaluating the RORO service launching from/to Wakasa area. Finally, our results suggest that when using the high speed boat, the RORO service can work for inviting RORO commodities with rational fare level.
