The efficiency of hinterland transport for containers is expected to improve by “Round Use” of empty containers, and this might contribute to tackling with the challenges regarding hinterland transport cost, shortage of truck drivers, and congestion at port areas. In this paper, a measure for such improvements is proposed under the utilization of dryports and shuttle services between seaports and dryports. Effects by the measure is also numerically assessed under a framework where operation practice of dryports can be introduced and effects on various parties concerned such as shippers or trucking companies can be considered.
