During the 2020–2022 outbreak of the coronavirus disease (COVID-19) pandemic, event hosts in Japan hosting numerous domestic and foreign tourists had to balance between infection prevention and tourism resumption. This paper examines the measures implemented by the hosts in the “Fox Parade” in Oji, Tokyo. The hosts decided to discontinue both the resumption of tourist reception and the “Fox Parade.” Nevertheless, they insisted on organizing local events, albeit with modifications to accommodate the COVID-19 pandemic. The impetus for this new initiative is attributable to shared understanding between the executive committee and other residents, in that the local event is not merely a tourist attraction but also a traditional event for many residents. This awareness has enabled Oji’s local events to demonstrate its resilience during the pandemic.
