Actual conditions of barrier free of traffic facilities such as 17 railway stations, 7 bus terminals and 1 ferry terminal in Muroran, Noboribetsu and Date are investigated in 1998 on basis of evaluation criteria after analysis of the aged, the disabled and public transport in those cities. According to the result, actual conditions of most of facilities are quite far from barrier free except Muroran station built in 1997 and Ferry terminal built in 1994. Elevator and toilet for wheelchair user should be attached at 4 railway stations stopping special express train based on priority of policies for barrier free.

This is the international collaboration with the Bureau of the urban planning in People's Government of Jingan District and Osaka City University and Tongji University in China, intends to drawing up the urban design system along the Nanjingxilu, the main street through the center of Shanghai in China. This system aims to create the symbolized and attractive roadside landscape, taking account of the harmonization of the road improvement and roadside land use. As a consequence of this collaboration, the People's Government of Jingan District enacted the Provisional Regulation of Road-side Landscape along Nanjingxilu on January 1, 1999, and put the general plan and technical design manual into practice.

By the amendment of the City Planning Law in 1992, local governments are mandated to adopt a master plan. The master plan has to be organized on both city-wide and neighborhood levels. Neighborhood planning programs are well established in the U.S.A. The purpose of this paper is clarify the outline of the recent situation of neighborhood plans. We will focus on the relationship between city-wide and neighborhood plans, the system of measuring neighborhood boundaries, and reasons for initiation of neighborhood plans.

As a result of the research and analysis, this report transcends the conventional way of thinking which placed the greatest importance on function. This has clarified the necessity and shows the possibility of a living space planning which interconnectes leisure and living space in order to create "ring" in the multiple dwelling house. Then, it proposed the possibility of a correlation in the multiple dwelling house with the leisure continuity being applied to the modern residential area plans. At the same time, management of the multiple dwelling house and leisure activity conducted by the residents themselves provide methodical sides of a process planning which offers individuality in the quality of space.

The geographical information system to construct the dynamic soil model in urban area using existing soil data is demonstrated. Based on the regression analysis, the empirical equations to evaluate shear wave velocity and weight per volume are derived. By using these equations, the dynamic soil model can be obtained at the arbitrary point in Nagoya area where PS logging data or boring data do not exist. The method of dynamic soil modeling is installed to the disaster prevention geographical information system. In this system, the dynamic soil model at arbitrary point in Nagoya city is generated so that the predominant frequency and soil amplification is interactively evaluated.

Ground fissures radiated from the footing of a bridge pier were found after the 1995 Great Hanshin Earthquake. The cause of the ground fissures are reported to have been generated by the movement of the pier toward the river (or sea) due to lateral spreading of the ground induced by soil liquefaction. It has been indicated that this lateral spreading of the ground intensified the damage to structures, so that the investigation of the mechanism that causes this severe damage is urgently needed. Consequently, this kind of ground fissures is being observed with keen interest. This paper clarified from simple experimental and numerical studies that the ground fissures appeared not by the force due to the spreading ground acting to the back of the footing of the bridge pier, but by movement toward the river (or sea) of the ground behind the riverbank (or sea-bank) caused by the collapse of the riverbank (or sea-bank).

Seismic damage assessment is useful for drawing up urban disaster mitigation plans, but local governments face several problems. For instance, the seismic damage assessment is very difficult economically for local governments, because it takes a several years to investigate precisely and it does not emphasize practical applications for regional disaster prevention plans. We developed a simple method of creating disaster mitigation maps, which can draw maps of regional information, seismic damage and damage mitigation measurement using a personal computer system on GIS. We propose that municipality staff handle this method and apply it to decision making in urban disaster mitigation planning.

Much more buildings with seismic dampers are designed and constructed after The Hyougoken-Nanbu earthquake. Some basic tests of RD series were issued preceding in previous paper. Concerning more heavy clamping RD-tube and long stroke RD-tube tests are made a report. RD series have non linear damping force. This is prospect of non-Newton viscous theory. Reduced damping coefficient is modeling from nonlinear damping force to linear damping, equivalent of input energy. Reduced damping coefficient model is extremely similar to nonlinear damping model in earthquake response analysis.
