In this study, we considered the possibility of developing human resources who will lead the future of multicultural communities through the analysis of practical education in two fields. The two training areas have different cultural backgrounds from the areas where the trainees were born and where they grew up, and will provide unexpected experiences through interaction and learning with people of diverse cultures. In a different culture where known knowledge does not apply, clinical learning is appropriate, such as imitating, noticing, looking back, giving meaning, and taking steps for new attempts. In the development of human resources who will lead the multicultural community, it is important not only to be a one-sided professor of explicit knowledge, but also to be able to prepare a mechanism and environment that facilitates the formation of practical knowledge in the training.

The workshop method is expected to derive more opinions and ideas than the strictly planned and operated meetings. Previously, the authors have proposed a method and organized experimental sessions with intellectuals. This paper introduces four evaluation criteria for these workshops from two perspectives. For process evaluation, the criteria are vibrant conversation, fusing opinions, and generating team-specific ideas, and for output evaluation, diversity in ideas. We applied the criteria to the records of an experimental workshop and proved that the method improved the quality of outputs generated by the discussion participants.

The purpose of this paper is to apply methods of time series analysis to examine the relationship between economic growth and inbound tourism in Hokkaido. From April 2008 to August 2018, using (i) real GDP, number of inbounds, and real effective exchange rate index and (ii) real GDP and number of tourists, it is performed unit root test and cointegration test, and Granger causality test based on LA-VAR (by Toda and Yamamoto procedure). As results of the cointegration test, it is shown that both case (i) and (ii) are cointegrated in the long run. Further, the results of Granger causality analysis indicate that there is the causality from inbound and exchange rate to GDP, and the causality from total tourists to GDP are confirmed.
