    A new color image compression algorithm using Kohonen’s self-organizing feature map is proposed. Our algorithm is an extension of color image compression algorithm proposed by Pei and Lo [IEEE Trans. Circuits Syst. Video Technol., 8: 191–205 (1998)]. N neurons are introduced in order to reduce a given full color image with 224 colors to an indexed color image with N colors. There are control parameters for the competitive learning among neurons in the self-organizing feature map algorithm. In our proposed algorithm, some of the control parameters, which are included in a neighboring function defined for neurons, are updated by taking relationship among neighboring neurons into account, though all control parameters are updated so as to decrease monotonically and exponentially with respect to each iteration step in Pei and Lo’s algorithm. The color palette obtained by the proposed algorithm is more robust as for control parameters than that by Pei and Lo’s algorithm.

    We shall study smooth C*×SO(n,C) actions on S2n−1, each of which is an extension of the standard U(1)×SO(n) action. We shall show such an action is characterized by a smooth R2-action on S3 and a smooth mapping of S3 onto P1(C). Moreover, we shall show there are uncountably many topologically distinct such extensions.

    We consider the problem of pricing the perpetual American call on the time-average of the stock. We prove that the value of this American contingent claim is the optimal expected payoff function g* of the associated optimal stopping problem. And g* is characterized by a unique solution of the associated free-boundary problem. We also identify an integral equation solved by the boundary function.

    We investigate a bifurcation phenomenon for the periodic solutions of the Duffing equation without damping terms:

    where κ and α are positive constants and fλ(t) (λ > 0) is a given family of T-periodic external force parameterized by λ. We show an existence of not only T and exact 2T-periodic solutions but also exact mT-periodic solutions (m ≥ 3) bifurcated from a specific T-periodic solution.

    The first case (British Horseracing Board v. William Hill), to be litigated in the UK under legislation created to conform with the European Directive on Database Rights is currently under appeal. This paper investigates the problems that were considered to exist in the pre-existing copyright based protection regime and how those were answered in the Directive by the creation of a new sui generis database right. It goes on to analyse the judgment in BHB to discover that the basis of database right protection lies in the investment made by the maker of the database rather than the information contained therein. The paper then goes on to consider how the protection of that ‘investment’ can be seen in various areas of the pre-existing international legal structure, usually as an aspect of competition law. An attempt is made to interpret the Database Directive along the same lines and a consideration is made of the various possible objections to this interpretation of the right. After rebutting these objections, the paper concludes that a protection very similar to copyright based protections, without reliance on copyright principles, can be offered to database right holders without at the same time restricting the use of otherwise unprotected information from the public domain.

    This study analyzes the role of public capital in regional economies and inter-regional economic disparity by means of a regional econometric model for Pakistan. The regional disparity measures show that a sizable disparity in per capita incomes and labor productivity continuously persists among the regions of Pakistan. The efficiency of public capital and private inputs has been analyzed by estimating regional production functions, and the results indicate that the public capital has been more efficiently used in relatively advanced region, whereas a small share of private capital has been allocated to relatively backward region. The tests of technological difference show that the two regions utilize different technologies in their production process, which causes the interregional economic disparity between the regions. The simulation analysis on the basis of the adopted structure of regional econometric model suggests that interregional disparity and the efficiency of the national economy are strongly affected by changing the regional allocation patterns of private capital stock and the level of national public capital.

    According to fallibilism, all positions are fallible. This principle is exposed to a lot of criticism. In Germany, for example, transcendental pragmatics and pancritical rationalism contributed to this discussion; on the other hand, in the English-speaking world, a pancritical rationalist W. W. Bartley, his critics J. F. Post and J. Watkins exchanged arguments over the issue. But these controversies have not yet come to a conclusion. The arguments against the principle of fallibilism tend to focus on how contradictory fallibilism is. Is this principle indeed contradictory, however? In the following discussion, I will examine some of the negative views on the principle of fallibilism and suggest that it is by no means contradictory. First, I will present two contradictions of fallibilism that transcendental pragmatist W. Kuhlmann has argued, and in the second, investigate this argument. Thirdly, I will show the paradox of pancritical rationalism that Bartley has presented, and in the fourth, examine this argument. Finally, I shall conclude that the principle of fallibilism is not contradictory.
