For years, the various workers have challenged to show the validity of Darcy's law for flow in porous media. Up to now it has been recognized that the linearity relationship between flux and hydraulic gradient fails at high flow velocities. However there is a few researches on the validity of Darcy's law at low hydraulic gradient. Especially, the relationship between the flux and the hydraulic gradient is unknown at low hydraulic gradient under 1.0, and where groundwater moves in the field.
In this paper the previous studies on the validity of Darcy's law for flow in saturated porous media. are introduced and the physical properties of water in saturated porous media and the Non-Darcy's equa- tions are discussed.

This paper is dealt with the hydraulic effect of cut-off wall in unconfined layers, based on the steady ground water theory given by Dupuit's assumption. Two cases of flow are analyzed; one is concerned with the storage volume, change of flow rate and change of water depth in unconfined layer on the horizontal impermeable layer, and another is dealt with those of inclined aquifer. Some available informations are proposed by detail examinations of theoretical results and computation examples for the ground water behavior of unconfined layer having the cut-off wall.
