    Prior to the launch of the Social Security and Tax Number System (My Number System) in January 2016, system maintenance work was carried out all at once in the aim of introducing the system to numerous government agencies and local governments that will handle My Numbers. Due to increasing system investments and severe financial circumstances, the information systems of local governments have been promoting ① the opening of the information system to avoid dependence on specific vendors and reduce expenses, ② the control of unique customization approaches by organizations (standardization) when adopting package systems and ③ the joining of information systems through the introduction of a local government cloud system; however, the actual status of these efforts remain unclear. Although each local government usually orders and organizes a variety of information systems individually, as the introduction of the My Number System is a very rare case of a nationally-unified project where all local governments implement the same system renovation at the same time, it is a priceless opportunity to analyze exhaustive data from all local governments with regard to the opening, standardization and joining of local government information systems. In this paper, based on the data concerning information system renovation for introduction of the My Number System as reported by local governments around the country, we reveal the current status of open, standardized and shared IT system adjustment on the local tax systems (presumed to have the least difference between local governments among all work municipal works carried out).Furthermore, we shed light on the situation in regard to orders received by vendors from local governments around the country based on vendors’ data on renovation of information systems as received from local governments, and analyze the relationship between the oligopoly in the information system market of local governments with the delays in standardization. Taking these factors into account, we will consider measures to further promote standardization.

    In data download, a peer-to-peer (P2P) network system is superior to a server-client system with respect to the fault tolerance of the server.The present study proposes a server management system that incorporates the P2P method.The proposed system does not depend on the number of target servers for management,and uses a virtual server instead of a spare real server to recover the function of the troubled server.The following methods are introduced in order to construct the proposed system:(1) a dispersion defense method of a management program in consideration of the P2P method,(2) a server management priority to prevent a malfunction in the recovery processing, and(3) a dynamic management extension method to deal with problems that occur simultaneously on multiple servers.Furthermore, an experimental server system using the proposed method is constructed, and its architecture is described herein.Experiments to reproduce several types of trouble in the server system were conducted,and the recovery times of functions for the target server and a problem target server were measured and analyzed.The proposed system was found to be able to recover the server functioneven when several problems are generated simultaneously on a number of target servers.

    Recently generic forum boards, such as Bulletin Board Systems (BBS) have experienced an increase of illegal and harmful activities, especially on BBS, which purpose is to exchange user contact IDs for further private chat applications (so called “ ID exchange BBS”). On such BBS, lexical transcription is often jargonized, or modified intentionally, making it difficult to extract information using standard tools. In this study, we first study the typology of harmful jargonized expressions on ID exchan ge BBS. Based on this typology we propose a method dealing with the intentional transcription modifications on ID exchange BBS in a robust way. In the evaluation, we developed a system applying the proposed method and verified the performance in estimating harmfulness of BBS entries. We also further improved the system by applying an automatic sentence pattern extraction method to separate harmful from non harmful entries. The experiment confirmed that it was possible to eliminate most of the erroneous tran scription modifications with the proposed method.
