    The purpose of this study was to clarify the effect of some organizational properties on the efficiency of public administration of sport in municiparities in terms of contingency views. That is, this study was to investigate the relation between the task environment and the organizational properties and its efficiency. Task environment was defined as the environmental uncertainty which were relevant or potentially relevant to the goal setting and goal attainment of public administration,and measured from two dimensions; the simple-complex dimension and the static-dynamic dimension. Organizational properties was discussed from the degree of precision of the action program, the distribution of power, the tye of communication and integration. The questionnaire was conducted to 53 municipalities in Kochi Prefecture from August to October in 1984. Though it couldn't find a specific properties according to each task environment, public administration of sport that had good efficiency indicated the following properties; (1) they tend to have an organic or flexible action program irrespective of task environment. (2) with regard to the distribution of power, it was indicated that the council of sport promotion, sport leader in community (Taiiku Shidoiin) and the section chief of sport administration exerted a strong effect on the sport services. (3) they had frequent communication with other organization in public facilities and the top of Board of Education. (4) they tried to advice and subsidize to organization for sport in communitiy, consequently they were integrated with the authorities and the other organization concerned.

    The purpose of this study was to examine the influence of the difference of leadership perceptions between leaders' own and members' upon the effectiveness of sport clubs in community. At the same time, it was also aimed to examine the relation between members' reliance on their leader and club effectiveness. Data were collected from 39 leaders and 312 members of sport clubs in community by means of questionnaires in 1984. Based on House's Path-Goal Thory which was a kind of Expectancy Theory Model and multivariate statistical procedures were applied, following results were detected. 1. Leadership (initiating structure and consideration ) perceptions by leaders' own were more positive than members'. It indicated that the discrepancy of leadership perceptions led the decrease of members' path instrumentarity of behavior for goal attainment. 2. The lower the degree of difference between leaders' perceptions on leadership and members' became, the higher the effectivenss of sport clubs turned out. 3. Even if the degree of discrepancy on initiating structure perceptions were high, when the degree of members' reliance on their leader was high the effectiveness didn't become so low. But even if the degree of members' reliance was high, when the degree of discrepancy on consideration perceptions were high the effectiveness became low.

    This paper refered to the managerial organization for school physical education. But reports of this type of study have apparently not been published to date. Then in this paper it was indicated that the managerial organization should be discussed from three view points; (1) correlation between the school organization and managerial organization for physical education, (2) contingency theory, (3) motivational approach. The purposes of this paper, therefore, were to clarify the structure of the organizational climate, and to analysis the relation between the organizational climate and the effectiveness of managerial organization. The survey was conducted at 9 primary schools and 8 junior high schools by questionnaire, and the subjects were 277 teachers. The summary of the results were: (1) The organizational climate of a school was consisted of six elements as follows; Maintenance, Cooperation, Task Achievement, Job efficiency, Disengagement, Hindrance. These elements were integrated two dimentions that were HUMAN-SYSTEM and TECHNICAL-SYSTEM. (2) The correlation between the organizational climate and Integration - Latency function of the manegerial organization was significant high. Especially the organizational identification which was one of the effectiveness variables was influenced most strongly by HUMAN and TECHNICAL-SYSTEM dimensions. (3) The positive attitude toward physical education servicies of teachers created innovation of management for physical education.
