Located 570Kms southwest of Kagoshima, Okinoerabu-Island is a coral island of
about 60 kilometers around with rich nature having a little under 13,000 people. Its
birthrate is high at 2.0 and a survey shows that 75% of high school students want to
return to the island in the future.
However, it is facing many problems, such as depopulation, aging and financial
deterioration.
Then, what do we have to consider in order to enrich local regions? Answer is clear
that we must understand the cultural elements sustaining the island and pass them
on to the next generation.
After interviewing 29 island people using the 90-year-old hearing method, it became
clear that the island’s culture consisted of five elements. In order to pass them on to
the children and the grandchildren, we studied how some tangible forms of gifts using
backcasting should be given to them.
Research has shown that living in the feeling of connectedness, accomplishment,
fulfillment and both “self-sufficiency” and “island pride” are the key strategies.
Detailed studies on the self-sufficiency of energy, food, learning and money have
begun. As one of the examples of that, Seisa University Satellite college was introduced
in 2017 to nurture leaders for the island.
